Philadelphia, the "City of Brotherly Love" which jails a high percentage of persons of Afrikan descent living in certain areas has blocked the NAACP's planned billboard at Philly International stating that the US is only 5% of the world's population, but jails 25% of its people, leading the world over countries such as Russia, Rwanda and Cuba. Another way to say that is since Blacks/ Latinos comprise roughly 58% of the US prison population, Blacks/Latinos are roughly 14.5% of the total prisoners in the world!
And via the US 13th Amendment, ALL of those Black/Latino prisoners are candidates for constitutionally authorized legal slavery, which by its language abolished chattel slavery, except for persons convicted of a crime. ANY LEVEL OF CRIME!
This is more than a travesty by any measure, and it is part of the US system put into place during the 1800s that criminalizes people by racial traits, as Dr. Charysee McIntyre pointed out in her ground breaking book, "Criminalizing A Race."
